What is the difference between metoprolol succ and metoprolol tart. Is it ok to take either one or?

Metoprolol succinate and metoprolol tartrate would work the same. They are just different salts of the same medicine (metoprolol). Their pharmacokinetic profiles may be a bit different due to the different salts but they will deliver the stated amount (according to strength of tablets) of metoprolol.
