The directions are not very specific and don't say what you do after you apply the foam to your scalp.

I haven't used this myself but what I can gather from the information is that for the foam you don't wash it off. If it's the shampoo then you wash it off.
Clobetasol topical Dosing Information
Usual Adult Dose for Dermatitis:
Solution, ointment, gel, foam, lotion, cream:
Apply a thin layer to affected areas twice a day and rub in gently and completely.
Shampoo:
Apply to dry scalp once a day a thin film to the affected area only and left in place for 15 minutes before lathering and rinsing.
