What does it mean when it is written incidence not known in the side effects section?

That the side effect has been reported but they don't know actually how many people had it, because they may not have reported it.
I can't believe when I typed "side effects incidence unknown" into google that only forum posts were on the first page of results. Finding the answer here corrects a misunderstanding of what incidence unknown means.
