I found a syringe belonging to someone I know. Cap still covering the needle. It has been used, what is left of the liquid is a bright yellow color. If anyone has an idea of what this liquid could be?

Hello.
It's most certainly something to dispose of. It could be anything from illicit drugs to plant fertilizer. It's not safe to hold-on to. Confront this person. Take a few pictures then you can safely dispose of it at most pharmacies.

It could be anything, if you care about this someone, be up front and ask him/her, not confronting but being concerned as you are.
