I can't speak to the injections in the shoulder, but I've had them in my knee and they did work very well. They allowed me to postpone a knee replacement for 2 1/2 yrs. The fluid is injected into the joint, where it provides a cushioning layer, greatly reducing the pain of the joint rubbing bone on bone. I would think the injections would work as well, if not better, than in the knee as your shoulder isn't a weight bearing joint.
